Summary of the contracting process

The Scottish Borders Council is initiating a procurement process for the "PIN - Early Learning and Childcare Framework," aimed at providing early learning and childcare services within the education sector. This tender is currently in the planning stage and is anticipated to run for three years, with options for a two-year extension. The value of the framework is estimated at £12,500,000. Interested providers are encouraged to express their interest by registering on the Public Contracts Scotland website, with future notices expected to be released on 2 April 2021. The primary service categories include pre-school education services and child daycare services, specifically targeting the availability of funded placements for children aged 2-4 years as mandated by the Children and Young People (Scotland) Act 2014.

This procurement provides significant opportunities for businesses specialising in early childhood education and care services to enter a competitive framework. Companies that can demonstrate adherence to the National Standard for Early Learning and Childcare and have the capacity to deliver flexible, high-quality placements tailored to families' needs will be well-positioned to secure contracts. As placements must be available free of charge to parents and provided in nurturing environments, organisations that meet these criteria, including childminders and providers of structured childcare services, are particularly suited to participate.
