    "description": "Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015. Award Criteria questions can be found in the ITT together with the weightings. Technical Envelope - Tenderers who provide a 'NO' answer to questions 1.1 or 1.2 or fail to achieve a moderated average score of '2' or more against questions 1.3, 1.4, 1.5, 1.6, 1.7, 1.8, 1.9 and 1.10 will result in their tender not being considered further and will not be included in the Price/Quality ratio calculation.
