Summary of the contracting process

The procurement process is initiated by Suffolk County Council for the contract titled "UASC Accommodation (HMO) (COVID response)" within the welfare services for children and young people industry. This active tender is currently in the planning stage, with an anticipated contract duration of 12 months and the possibility of a 12-month extension. The total budget for this procurement is £624,000, and suppliers should note that expressions of interest must be submitted promptly, as the contract may be awarded urgently without a formal competitive process, in accordance with Regulation 32(1) of the Public Contracts Regulations. The tender period concludes on 28 February 2021.

This tender presents significant opportunities for businesses involved in welfare services, especially those providing accommodation support and social work services geared towards young people. Companies that specialise in housing arrangements, such as supported living and Houses of Multiple Occupancy (HMOs), would be particularly well-suited to compete. The urgency of this procurement indicates a swift decision-making process, appealing to businesses that can mobilise quickly to deliver essential services and contribute to the welfare of unaccompanied asylum-seeking children and young people in need.

Lot Information

CD1326a UASC Accomodation (HMO) (COVID response)

Suffolk County Council (SCC) currently care for 227 UASC young people in a range of settings, including foster care, supported living, Housing Related Support and Houses of Multiple Occupancy (HMOs). As a result of the pandemic the Home Office has not continued the level of interviews for asylum seekers, therefore there is a large increase in the number of UASC young people turning 18 without a decision due to a backlog. SCC currently has 48 young people post 18 without a decision, where we still have a responsibility to provide accommodation. To support these young people in the best way possible SCC are intending to deliver a contracted HMO service. Due to the urgency contract/s will be awarded subject to Regulation 32(1) of the Public Contracts Regulations. The advertised total value of PS624,000 is the total value of both lots. Additional information: If the Contracting Authority identifies that the scope of this procurement falls within a business sector which may be attractive to infiltration by organised crime groups, the Contracting Authority reserves the right to include enhanced probity checks / requirements at the award stages of the procurement.

CD1326b UASC Accomodation Service (COVID response)

Suffolk County Council (SCC) currently care for 227 UASC young people in a range of settings, including foster care, supported living, Housing Related Support and Houses of Multiple Occupancy (HMOs). As a result of the pandemic, Suffolk County Council are looking to support Kent County Council and Portsmouth County Councils with the pressures of increased unaccompanied asylum seeking children (UASC) young people in these local authorities. To support these additional numbers, SCC are wishing to commission a third provider to our current UASC supported independent living contracts. We require small shared housing arrangements with a low level of support over 2021. Due to the urgency the Contract will be awarded subject to Regulation 32(1) of the Public Contracts Regulations. The contract will be for the period of 12 months with the option to extend for up to a further 12 month period.
