Summary of the contracting process

The current public procurement contract concerns the maintenance, repair, and refurbishment of lifts, escalators, and related equipment through a Framework Agreement under NEPO408 led by the Association of North East Councils Trading as the North East Procurement Organisation (NEPO). This multi-lot, multi-supplier framework aims to extend its service provision across various public sector settings in the United Kingdom. Effective from 31st August 2025, the Framework Agreement has been varied to extend its duration for an additional 24 months until 30th August 2027. Key contracting activities include tender updates and awards, with recent contracts involving Kingston upon Hull City Council's appointment of Pickerings Europe Limited to provide maintenance services commencing from 1st August 2025. Key procurement stages include the tender and award phases, with services classified under the CPV code 50750000, indicating a primary focus on lift-maintenance services.

This procurement offers substantial business growth opportunities especially for companies specializing in building installation services such as lift maintenance, repair, and refurbishment. The framework's multi-lot structure and use by a wide range of public sector bodies, including local authorities such as Hull City Council, mean that businesses can expand their market reach by becoming an approved supplier. This opportunity is well-suited for companies with the capacity to deliver high-quality maintenance services to a variety of public sector entities, potentially benefiting suppliers like SMEs and larger firms alike. Given the emphasis on repair and maintenance services and the selective procurement method in use, companies offering competitive pricing and high service standards may find significant opportunities within this framework.
