Summary of the contracting process

The procurement process initiated by the Cambridgeshire & Peterborough Combined Authority aims to appoint a commercial operator or development partner for the new University Campus in Peterborough. Currently at the planning stage, the tender is classified under non-residential property services and focuses on phases of research and development building operations. Key events include a market engagement webinar scheduled for 15th March 2021, encouraging interested suppliers to express their attendance via the e-tendering portal. A Request for Information Questionnaire is also available for completion to gather market insights ahead of future planning, with a response deadline anticipated by early April 2021.

This tender represents a significant opportunity for firms engaged in non-residential property services, including construction, design, and consultancy, particularly those with expertise in research and development projects. Companies that can demonstrate capacity for innovation, long-term investments, and collaborative development practices will be well-positioned to compete. Participation in the upcoming supplier event will allow businesses to gain valuable insights and network with authority representatives, potentially leading to fruitful partnerships in the development of the new campus.

Notice Title

Market Engagement for the University of Peterborough Commercial Operator/ Development Partner requirements

Notice Description

The CPCA are creating a new University Campus in Peterborough and are currently looking at how the Phase 2 Research & Development building will be operated and how a Phase 4 Research & Development Building may be funded and built along with whether there is any potential for a longer-term investment / development relationship with a potential operator/ investor/ contractor/ developer (which may be a consortia arrangement) To support the development of the project, the CPCA is keen to engage with the market to understand how it might respond to these options and to ensure the selected route will deliver immediate and long-term commercial benefit to the project. As such the CPCA is keen to engage through two mechanisms - a market engagement webinar where we can share information on the project and the scheme aspirations and through a Request for Information Questionnaire. The CPCA will be holding a supplier event on 15/03/2021 between 13:00 and 15:00 and requested that interested parties express a wish to attend through the e-tendering portal. A link to the event will then be shared the day before the event. In addition, the CPCA has created a questionnaire covering some key points for which it would like market input; interested economic operators are invited to complete and submit the questionnaire through the messaging section of the e-tendering portal as soon as possible. Economic operators that attend the event are welcome to provide additional feedback (also through the messaging section) up until the deadline for engagement. In addition, the CPCA may ask additional questions, in response to completed questionnaires, throughout this consultation period through the e-tendering portal until the deadline for this stage; as such, in submitting a completed questionnaire; economic operators are required to mark as confidential and commercially sensitive any information or questions to which they require our response not to be a public one.
