Summary of the contracting process

The Gloucester City Council is leading a public procurement process titled "The Forum, King's Quarter, Gloucester," aimed at developing a mixed-use urban campus. This project falls under the category of non-residential real estate services, specifically targeting the development of retail, leisure, residential, and office spaces, as well as a hotel and multi-storey car park. The procurement process is currently active, having progressed beyond the planning stage to the award phase. The overall value is estimated at £94 million, with tendering for construction works and consultancy services arranged under either OJEU or UK Find a Tender procedures. Key dates include the signing of the contract on 4th February 2021, and the development will be executed in two phases, with Phase 1 focusing on a site in Market Parade, valued at approximately £8 million and Phase 2 at King’s Quarter valued at around £86 million.

This procurement offers significant business growth opportunities, especially for companies specialising in urban development, construction, and property management services. Businesses that provide consultancy services or have experience in mixed-use developments would be particularly well-suited to compete for contracts linked to this project. The Council's collaborative approach with R Blue Regen GL Limited and Reef Estates Limited highlights the potential for partnerships and subcontracting arrangements, which could further benefit small and medium-sized enterprises looking to engage in substantial public projects.
