Procurement Information

In accordance with the provisions set out in PPN 01/20 the award without competition complies with the requirements set out. There was a genuine reason of extreme urgency in relation to public health risks to put in place a solution for controlling rapidly rising cases of Covid-19 within the Trust hospitals by providing isolation units to control and contain infection of Covid positive patients. A planned approach by using more permanent structures was in place but this became undeliverable at a late stage due to Covid related issues in the supply chain, therefore a rapid alternative was necessary. In order to minimise health risks by acting as quickly as possible there was not enough time to comply with the usual timescales in the PCRs or run an accelerated procedure, neither was there an existing framework or dynamic purchasing system that the necessary equipment could be purchased through. The factors leading to the extreme urgency were outside of the Trust's control, practical steps had been taken in advance but rapidly rising cases required additional solutions and the impacts of Covid on the supply chain rendered original plans unworkable.
