Summary of the contracting process

The Cornwall Council is initiating a procurement process for the "Residential Assessment, Stabilisation and Detoxification Services in Cornwall," a significant undertaking in the health and social work sector. This limited tender, conducted without prior publication due to a lack of competition, seeks to provide essential services in the UKK3 region. The contract, valued at £5,148,000, is currently active and has been formalised following the approval on 4th March 2021. The service aims to improve patient outcomes through a dedicated facility that has been operational since 2010.

Businesses specialising in health and social services, particularly those with experience in addiction treatment and rehabilitation, have a unique opportunity to engage with this procurement. The Cornwall Council's approach underscores the urgent need for local service provision, offering a chance for suitable suppliers to contribute to an essential service within the community. Firms positioned to provide high-quality, compliant services in this sector may find themselves not only competing for this contract but also positioning themselves as vital partners in improving health outcomes in Cornwall.

Lot Information

Lot 1

Provision of Residential Assessment, Stabilisation and Detoxification Services in Cornwall.

Procurement Information

Due to a lack of a local and national market provision which is a nationally recognised problem, the Cornwall & Isles of Scilly Drug and Alcohol Action Team was successful in securing a capital grant of PS1.5m from the Department of Health Tier 4 Capital Build programme in 2009 to build a local Assessment, Stabilisation and Detoxification service for adults. The service opened in 2010, operating to a specification and contract drawn up by CIOSPCT (the DAAT team). Prior to this, placements were made out of area, with very poor patient experience and outcomes. Several years of attempts to stimulate the market locally, and over the borders, had been unsuccessful, hence the national capital build fund. This contract has been in place since 2015 and the current contract will end 31 March 2021. Cornwall Council are proposing to evoke The Public Contract Regulations 2015, regulation 32. (2 (b)(ii) i.e. directly awarding a contract to an economic operator without prior publication on the grounds that competition is absent for technical reasons. There are no alternative services within the county and the risk of making placements outside of the county is that they do not achieve good outcomes or experiences for service users and potentially put service users at additional risk as well as not offering value for money and impacting adversely upon our carbon footprint.
