Summary of the contracting process

The FOREIGN, COMMONWEALTH & DEVELOPMENT OFFICE is overseeing the completed procurement process for the "Somalia Stability Fund II". This initiative falls under the industry category of foreign economic-aid-related services, aimed at facilitating stability and governance in Somalia. The procurement method used was a limited procedure without prior publication, with the contract valued at £99,000,000, signed on 4 March 2021. The initiative is centred on achieving effective governance and conflict resolution in targeted local areas, having originated in the UK.

This tender presents significant opportunities for businesses engaged in international development and humanitarian services, particularly those with experience in working in conflict-affected environments. Companies that specialise in governance, security, and service delivery reform, as well as those capable of flexible and responsive operations in challenging contexts, would be well-positioned to compete. With the potential for a 24-month extension under satisfactory delivery, it offers a sustained avenue for businesses to contribute to foundational stability initiatives in Somalia.

To achieve this, the Stability Fund aims to address the security, development and political drivers of conflict in a local area to achieve the following outcomes, (a) legitimate, viable governance structures able to make and enforce rules locally and (b) existing and emerging conflicts brought to conclusion and risks of future conflicts mitigated. Lot Information

Lot 1

Suppliers were engaged in a restricted procedure under EU Directives(OJEU). 5 suppliers submitted PQQ's, from those, 3 suppliers were invited to tender. Adam Smith International was identified as preferred bidder and awarded the contract.

Options: An Extension option of up to 24 months was included, subject to funding availability and satisfactory delivery. The Authority has used 21 months of this option to date.

Procurement Information

A cost and time extension will allow the programme to continue delivering on the critical work on laying the foundation for key stability and governance initiatives in Somalia. Extending and increasing the cost with the current supplier is the most cost effective option, going back to the market would have a negative impact on the programmes ability to meet the Programme objectives and impact on the beneficiaries. The below regulation covers this Regulation 72 (b): for additional works, services or supplies by the original contractor that have become necessary and were not included in the initial procurement, where a change of contractor; (I) cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, services or installations procured under the initial procurement
