Notice Description

North Lanarkshire Council (the "Council") propose to establish a Flexible Framework with external providers ("Contractors") to support the critical Service Delivery to Children, Young People and Adults who have been assessed as requiring support to design, develop and achieve real lives in line with the Social Care (Self Directed Support) (Scotland) Act 2013. . The approach to establish this Framework is in accordance with Regulation 74 (Social and Other Specific Services). The Council propose a maximum Framework duration of ten (10) years. . A flexible approach to the operation of this Framework will apply. The Council will have annual published entry points for additional Contractors to apply to join the Framework on the same terms as current Contractors. . It is anticipated that full retendering will only be necessary when there is a change to the requirements.

This procurement sets out to replace the existing arrangements for 1. Self-Directed Support ("SDS") and 2. Care at Home, with a new joint flexible framework underpinned by the principles of self-directed support. . A detailed specification is contained within the main invitation to tender ("ITT") document which is accessible (and downloadable) from the Buyer Attachment area within the PCS-T tendering system. . Providers wishing to apply to join the Framework must be registered with Care Inspectorate at point of tender submission. . Service delivery must be carried out in accordance with the information provided within this Contract Notice, the ITT Document and the Council's Framework Agreement. Additional information: PLEASE BE AWARE OF THE EXCLUSION GROUNDS: Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
