"acceleratedRationale": "To provide a prepared packed lunch bag which can be provided into schools at short notice in order to continue a limited lunch service. This requirement has now become necessary due to the significant impact that COVID-19 is having on staffing resources within school meals kitchens, resulting in there being insufficient staff on occasions within locations to prepare & serve the school meal. This has the potential to affect the EA's statutory obligation to provide a free school meal for those children who are entitled to it. In most circumstances the EA gets little or no notice that a kitchen will be without staff due to the virus, & it is expected that over the coming weeks this will become a more regular issue."
