VEAT - Non Emergency Passenger Transport Services
Notice Description
The contract is managed by BHRUT and this includes provision for Barking Havering and Redbridge Clinical Commissioning Group (BHRCCG) Partners. NEPT services annually complete circa 80 000 journeys covering outpatients, discharges, transfers, admissions, home assessments and mental health/secure patient transport. The duration of the current contract is 1 April 2015 to 31 March 2021. The proposal is to award a 1 year contract extension from the 1 April 2021 to 31 March 2022 with the option to extend for a further two 12 month periods (maximum 36 months in total). Future Extension periods will be established upon review of the NEL collaborative process and Covid-19 pandemic response ensuring continuity of service. The value of the proposed twelve month term is circa GBP 4.5 million based on current cost/activity.
Procurement Information
The additional 12-month contract is sought for the following reasons: !-- To ensure a responsible and agile service is in place whilst the Trust manages its response to the ongoing COVID19 pandemic safeguarding Patients journeys. -- To ensure that the Trust maintains a compliant contractual position whilst work continues in parallel to procure a new Integrated Care Solution (ICS) Managed Patient Transport Service (MPTS) and Non-emergency Patient transport (NEPT). -- In order to facilitate and combine spend and volume commitment across the ICS North East London footprint, there are ongoing discussions and significant engagement regarding the procurement process, contractual terms, specification requirements, contract management models and financial and quality outcomes that are required by all stakeholders. -- Given that this is one of the first large scale ICS procurement projects across the BHR/NEL System, ongoing discussions are both complicated and time consuming, requiring engagement with multiple internal and external stakeholders as well as legal advice at key stages of the journey. These discussions have resulted in some delays. There is therefore a need to seek an extension to the current contract between BHRUT and G4S Facilities Management (UK) Ltd. Similarly ongoing discussions are required between the other ICS Partner Trusts and their respective third party NEPT providers. -- An extension of contract is required to ensure business/service continuity for a vital service. Other options were appraised but were not operationally/financially viable. It is the trust's intention to procure, award and go live with a new contract during the 12-month extension period; having fully mobilised and gone live for a new contract start date of 1 April 2021. There will be a robust procurement process in line with public contracts 2015 (or successor legislation) requirements.
