Notice Description

Cardiff and Vale University Health Board, on behalf of the Area Planning Board for Substance Misuse, is exploring an Alliancing approach to the recommissioning of substance misuse services from July 2022. It is felt that an Alliancing method offers an opportunity to develop the way that organisations work together and strengthen a person centred, outcomes based approach. An Alliance is not a separate legal entity; it is a formal collaboration where the partners share responsibility and accountability. Partners in an Alliance share in the design and delivery of services and approaches on a 'best for people using services' basis, developing a culture that promotes and drives innovation and outstanding performance. An Alliance will be constituted of providers who commit to working together to deliver an outcomes-focussed substance misuse system. The Alliance owns the relationships between its members and creates and coordinates the collaborative culture needed for successful delivery. The providers within the Alliance, will all have a demonstrable commitment to collaboration and innovation as well as the core skills and values to deliver the vision and desired outcomes for the future of substance misuse services for Cardiff and the Vale of Glamorgan. Successful alliances elsewhere in the UK typically have had six to eight project partners, including the commissioning partner. It is anticipated that providers in the group will bring different skills, knowledge, and abilities to the Alliance. It is not our intention to create or construct the Alliance. It will be the responsibility of individual providers to develop partnerships between themselves and other organisations who together can meet the requirements of the contract. Whilst the Alliance will have some key principles at its heart from inception, it is envisaged many of the operational and performance elements of the service will need to be developed and agreed once the Alliance has been contracted. The session will be facilitated by Helen Sharp, a leading expert in outcomes-based commissioning and co-production.
