"acceleratedRationale": "The Covid-19 outbreak gave rise to an urgent need for DHSC to create a stockpile of medicines suitable for use in the Intensive Treatment Unit and End of Life facilities in order to be in a position to treat the population as required in case the Covid-19 outbreak escalates suddenly. This did not give DHSC sufficient time to comply with the standard open procedure time scales for this procurement. DHSC considers this to be a state of urgency which it has duly substantiated. Accordingly, DHSC has used the accelerated time limits permitted under the Public Contract Regulations 2015 (Regulation 27(5) for the open procedure) in respect of this procurement."
