Summary of the contracting process

The University of Birmingham is conducting a public procurement process for the supply and installation of an Aerosol Chemical Speciation Monitor. This contract falls under the category of laboratory and precision equipment and has been classified as a procurement for goods. The procurement method employed is a limited negotiation, having no prior publication of a contract notice, due to the unique technical requirements of the monitor. The contract was awarded on 26th March 2021, with a total value of USD 364,300. The procurement includes a standstill period of 10 calendar days from the notice publication.

This procurement presents significant opportunities for businesses specialising in environmental monitoring and laboratory equipment. Suppliers with the capability to manufacture or provide advanced air quality monitoring instruments, particularly those that can compete in a limited negotiation process, would be well-suited to partake. Companies with experience in delivering high precision environmental equipment will find this tender advantageous, especially those looking to expand within the public sector, contribute to atmospheric science, and collaborate with institutions like the University of Birmingham.

Notice Title

Supply and Installation of Aerosol Chemical Speciation Monitor

Notice Description

Air Quality Supersite Triplets (UK-AQST) is a NERC funded national facility, and has been funded by NERC capital fund to provide access to two mobile air quality laboratories for UK atmospheric science community. The new air quality laboratories will be paired with one of the existing supersites in Birmingham, London or Manchester, to provide a first-ever monitoring of detailed air pollution composition at three different types of sites, e.g., roadside, urban, and rural (upwind) locations. As part of the newly funded UK-AQST, we wish to purchase one Aerosol Chemical Speciation Monitor, exactly the same as in the existing NERC-funded air quality supersite, for each mobile laboratory.

Lot Information

Lot 1

To provide the comparable results with data from existing air quality supersites in Birmingham, London or Manchester, the Air Quality Supersite Triplets wish to procure - Quadrupole Aerosol Chemical Speciation Monitor - SMPL-ACSM sampling system for PM2.5 - ADS-ACSM dryer system - CV-ACSM capture vaporizer - PM2.5 Aerodynamic Lens Option Additional information: The University has applied a 10 calendar days standstill period from publication of this notice.

Procurement Information

Aerodyne is the only manufacturer of Aerosol chemical speciation monitor (ACSM) in the world that can provide an online observation of both inorganic and organic compounds in ambient aerosols. The Air Quality Supersite Triplets, funded by NERC, aims to provide consistent observations of aerosol and gas compositions at a roadside, urban background and rural sites simultaneously. The newly funded two air quality supersites will be paired with the existing urban background site, either at Birmingham, London or Manchester for observations. Each of the existing supersites has exactly the same ACSM that we seek to procure. This will ensure that we are able to provide a consistent observation of aerosol compositions at all three sites so that we can better understand their sources and processes.
