Summary of the contracting process

The South Tyneside Council has completed the construction of the Hebburn Minewater District Heating Scheme, an initiative aimed at improving energy efficiency and reducing carbon footprints. The project, which falls under the works category and is classified as "District-heating mains construction work", was executed following a selective procurement process under the restricted procedure. The contract, valued at approximately £4.32 million, was signed on 14 March 2022, with the scheme contributing to significant carbon savings and utilising disused mine workings for heat. Contractors were required to complete specific documentation in line with the tender period set to end on 17 May 2021.

This project presents substantial opportunities for businesses involved in energy, construction, and environmental services. Companies specialising in district heating systems, renewable energy solutions, and large-scale construction would find it advantageous to explore similar tenders. Additionally, businesses that focus on sustainable practices and innovative energy solutions align well with South Tyneside Council's objectives and could benefit from engaging in future projects that further their commitments to carbon reduction and improved energy efficiency.

Notice Title

Construction of Hebburn Minewater District Heating Scheme

Notice Description

South Tyneside Council wishes to install a district heating system serving several Council owned buildings in central Hebburn utilising the disused mine workings under Hebburn as a heat source. The installation of such a district heating scheme will reduce the Council's reliance on gas to provide heating and significantly contribute to the Council's commitment to its Carbon Reduction targets, and this scheme alone will provide a saving of 319 tonnes/year saving. A separate contract has been awarded to undertake the drilling of two boreholes, and the construction of permanent abstraction and re-injection wells. The water source heat pump adopted in this project will be able to source heat from both the mine water as well as ambient air (via dry air cooler) in the event that the mines are found to be unable to provide a sustainable mine water heat source.
