Summary of the contracting process

The City of Edinburgh Council is currently overseeing the CT2793 - Community Mental Health Fund procurement, aimed at delivering essential mental health support services for children and young people across Edinburgh. The procurement is complete, with a total awarding of £5,759,992 across multiple contracts intended to run over a five-year period, dependent on Scottish Government funding. This initiative falls under the health and social work services category, with key procurement contracts awarded on various dates culminating by late 2021. The procurement was executed via a selective, negotiation-based method, aligned with the Model for the European Average Tendering (MEAT) criteria of 80% quality and 20% price weighting.

This tender presents considerable opportunities for local organisations specialising in mental health and social support services, particularly those experienced in delivering collaborative and community-focused initiatives. Businesses such as small and medium enterprises (SMEs) and not-for-profits that provide mental health services, support for vulnerable groups, and community engagement projects may find this a fertile ground for growth. The focus on locality support highlights the need for providers adept in engaging diverse communities, including youth-led organisations and those addressing BAME and LGBTQ+ needs, thereby enhancing the continuum of care through accessible services.

City-Wide specialist supports

City of Edinburgh Council is launching a procurement for additional mental health support and services for children and young people (ages 5-24 [26 among care experienced]) across the city. Scottish Government announced funding in September 2020 for councils to meet the following objective: 'Every child and young person in Scotland will be able to access local community services which support and improve their mental health and emotional wellbeing. Every child and young person and their families or carers will get the help they need, when they need it, from people with the right knowledge, skills and experience to support them. This will be available in the form of easily accessible support close to their home, education, employment or community.' The procurement is phase two of this funding, following a grant process delivered at the start of 2021. Lot 2 is designed in light that there are some areas of need that are better addressed through a citywide approach or approaches. These Provider/s should offer joined up and holistic support to service users who will likely be in targeted groups more vulnerable to mental health difficulties or experiences resulting in distress, such as Family Adversity, Social Adversity, and Neuro-diversity. It is anticipated the funding will last for up to 5 years. However, total budget and timescales for the whole procurement is dependent on Scottish Government Funding and therefore is subject to change. Details for how the project is divided up are all enclosed within attached ITT and Specification documents. Additional information: It is anticipated the funding will last for up to 5 years.
