Summary of the contracting process

The Department for Education in the United Kingdom is undertaking a significant procurement process focused on the education and training services sector. The latest phase involves the Call-off contract for the Best Practice Function from the Institute of Teaching (IoT) Framework Agreement, valued at approximately GBP 8.8 million as of 2026. This initiative aims to continue supporting the framework's objectives by extending the current contract signed on 6th July 2022, now slated to conclude by 31st August 2028. The procurement process follows a selective methodology under the Competitive Procedure with Negotiation, primarily targeting services within the education sector across the UK. Key stakeholders include the School-Led Development Trust, the primary supplier actively involved in this framework, and various regional contacts established to facilitate the contract's execution.

This procurement provides ample opportunities for businesses specializing in education and training services. With the Institute of Teaching focusing on enhancing teacher and leader development, companies experienced in innovative education solutions and capable of demonstrating robust expertise in training frameworks are well-positioned to benefit. This presents an opportunity to engage in a long-term, economically significant partnership with the Department for Education, fostering growth and contributing positively to the development of teacher education across the UK. Other small to medium enterprises (SMEs) with complementary capabilities could collaborate or form consortia to enhance their competitive advantage and fulfill the framework’s extensive requirements. The ongoing support required under this contract not only ensures continuity but also opens avenues for further refinement and expansion of involved services.

Any such action must be brought within the applicable limitation period. Where a contract has not been entered into, the Court may order the setting aside of the award decision or order the Authority to amend any document and may award damages. If a contract has been entered into the Court may, depending on the circumstances, award damages, make a declaration of ineffectiveness, order the Department to pay a fine, and/or order that the duration of the contract be shortened. There are economic and technical reasons why a change of contractor cannot be made - the Best Practice Function assets are owned by School-Led Development Trust as the contractor for the Institute of Teaching framework agreement. Running a new procurement outside of the Institute of Teaching framework agreement would result in significant duplication of costs and resource for the Department, and the costs and lead time for a new supplier to be able to deliver the services would be disproportionate to the additional term proposed. The value of the additional services will not breach the 50% value threshold for reliance on Regulation 72(1)(b)."
