Notice Description
Torbay Council is re-tendering their accommodation and support services for 16-25 year olds. The services that are applicable to this re-tender are: Supported lodgings service for young people aged 16-21 (up to 25 if eligible) who are either children looked after or care leavers and for young people who are homeless or at risk of becoming homeless aged 16-25. Semi-independent accommodation and support services for young people aged 16-21 (up to 25 if eligible) who are either children looked after or care leavers and for young people who are homeless or at risk of becoming homeless aged 16-25. Semi-independent accommodation and support services for young parents aged 16-24. Framework Agreement for spot purchase provision for semi-independent accommodation and support services for young people aged 16-21 (up to 25 if eligible) who are either children looked after or care leavers and for young people who are homeless or at risk of becoming homeless aged 16-25.
Lot Information
Lot 1: a single provider to deliver supported lodgings for: (a) 20 units for young people who require standard support; (b) 5 units for young people who require enhanced support.

Lot 2: Semi-independent Accommodation and Support Services for Young PeopleLot 2 is being split into two sub-lots: Lot Two A: up to two providers to deliver a range of multi-occupancy units for young people with more complex needs between the ages of 16-18*; Lot Two B: up to two providers to deliver a range of multi-occupancy units for young people looked after and care leavers as part of a step-down from care and/or step-down from more intensive post-16 accommodation provision as well as multi-occupancy units for other young people (16-25) who are homeless or at risk of becoming homeless.
Options: The Contract will be for an initial 36 month period with the option to extend for a further 24 months.
Lot 3: Semi-independent Accommodation and Support Services for Young ParentsLot 3: a single provider to deliver 12 units of supported accommodation for young parents with an offer of flexible resettlement support.
Options: The Contract will be for an initial 36 month period with the option to extend for a further 24 months.
Framework Agreement for Semi-independent Accommodation and Support Services for Young PeopleLot 4: a framework agreement for spot purchasing of placement requirements over and above the block contracted provision being provided under lot two and lot two b, split into the following sub-lots: Lot Four A: up to 10 providers to deliver accommodation and support for young people with more complex needs between the ages of 16-18; Lot Four B: up to 10 providers to deliver accommodation and support for young people looked after and care leavers as part of a step-down from care and/or step-down from more intensive post-16 accommodation provision as well as other young people (16-25) who are homeless or at risk of becoming homeless.
Options: The Framework will be for an initial 36 month period with the option to extend for a further 24 months.
