Summary of the contracting process

Orkney Islands Council procured kerbside waste collection and related services for domestic and commercial waste on Eday, Sanday, Stronsay, Westray, North Ronaldsay, Papa Westray, and Rousay, Egilsay and Wyre. The work includes weekly residual-waste collections from households, businesses and litter bins; scheduled collections of bulky items; and supplying and delivering consumables needed for the service and for residents’ participation. Most of the work fulfils the Council’s statutory waste-service duties. The services are delivered across the named islands in the Orkney island group. The requirement was divided into separate island lots, allowing suppliers to take on individual islands or combinations of them.

The procurement used an open procedure and has been awarded, with six island lots awarded. J Holland Haulage won Eday (£95,163.47) and Stronsay (£164,817.76); Sinclair Haulage won Sanday (£153,047.72); Rousay Deliveries won Rousay, Egilsay and Wyre (£140,811.87); and Orkney Aggregates Ltd won North Ronaldsay (£101,406.38) and Papa Westray (£111,684.06). The contracts were signed on 2 December 2021. Each lot has a stated duration of 1,080 days; the tender described an initial three-year term with two optional 12-month extensions at the Council’s discretion. For most lots, evaluation weighted price at 70%, method statement at 24%, contract management at 3% and employment at 3%; Papa Westray’s listed criteria were price at 70% and contract management at 3%.

This award shows that the Council buys island-based waste services in separately contestable packages, including weekly residual-waste rounds, bulky-waste collections and delivery of service consumables. A credible competitor for a future requirement would need to demonstrate reliable collection operations across remote islands, the ability to serve both domestic and commercial customers, and effective arrangements for litter-bin and scheduled bulky-item collections. The winning suppliers included small and locally based businesses, indicating that delivery can be organised at island or multi-island scale rather than only through a single large regional operation. The evaluation favoured price, while also assessing the proposed method of delivery, contract management and employment for most lots. Suppliers should therefore be able to present a clear, cost-effective operating plan and evidence that they can manage service performance and staffing across the locations they seek to cover.

The Contractor will be required to provide "kerbside" collections, including the delivery of associated consumables to service users, and other services for the Island of Westray. In summary these services to comprise of the provision of weekly 'kerbside' domestic, commercial and litter bin residual waste collections, provide scheduled special collections of 'bulky' waste items and the supply and delivery of consumables to enable service provision and service user participation. Additional information: The new contract will be for a five year duration commencing 20 December 2026 with an initial term of 3 years with the option to extend for a further 2 x 12 months. The value of the contract is estimated over the 5 year duration.

Renewal: Initial term of 3 years with 2 x 12 month options to extend which will be at the discretion of the Council.
