Summary of the contracting process

Orkney Islands Council commissioned kerbside waste collection and related services for domestic and commercial waste across Orkney’s outer islands. The work covers weekly residual-waste collections from households, businesses and litter bins, scheduled bulky-waste collections, and supplying and delivering consumables for residents and service users. The locations are Eday, Sanday, Stronsay, Westray, North Ronaldsay, Papa Westray, and Rousay, Egilsay and Wyre. This is a collection and waste-management service, delivered across several separate island areas rather than as one island-wide operation. The requirement supports the Council’s statutory waste services under environmental protection legislation.

The procurement used an open procedure and has resulted in six active awards and signed contracts. J Holland Haulage was awarded Eday (£95,163.47) and Stronsay (£164,817.76); Sinclair Haulage was awarded Sanday (£153,047.72); Rousay Deliveries was awarded Rousay, Egilsay and Wyre (£140,811.87); and Orkney Aggregates Ltd was awarded North Ronaldsay (£101,406.38) and Papa Westray (£111,684.06), with subcontracting indicated for those last two awards. The contracts were signed on 2 December 2021. The planned service term is five years, with an initial three-year term and two optional 12-month extensions at the Council’s discretion; stated start dates are 20 December 2026 for most islands, 24 January 2027 for Eday, and 1 January 2027 for Rousay, Egilsay and Wyre. Evaluation weighted price at 70%, method statements at 24%, contract management at 3% and employment at 3%; Papa Westray’s criteria list price and contract management only.

This award shows that Orkney Islands Council buys recurring, operational waste-collection services in separate island-area packages, and that the work can be delivered by small local suppliers as well as a larger local firm. A credible competitor would need to demonstrate reliable weekly collections for domestic, commercial and litter-bin waste, the ability to handle scheduled bulky collections, and capacity to supply and deliver the consumables needed for service users. Delivery across islands makes practical planning for dispersed communities and consistent service management important. The evaluation placed greatest weight on price, while also considering method statements, contract management and employment; suppliers should be ready to evidence both value and a workable, well-managed service approach.
