Procurement Information

The Army Apprenticeship Programme, part of the UK Ministry of Defence (the Authority) intends to award a contract to JGA LIMITED (Trading as Progress Minded) for the provision of End Point Assessment (EPA) services to the Royal Engineers undertaking the Level 3 Military and Engineering, Construction Technician (MECT) Apprenticeship Standard. The service contract is intended to be for a duration of 5 years commencing in May 2021, for an estimated value of PS2,760,000. It is considered that this contract can be placed using the negotiated procedure without prior publication of a contract notice pursuant to Article 32(2)(b)(ii) of Directive 2014/24/EU of the European Parliament and of the Council (Regulation 32 (2)(b)(ii) of the Public Contracts Regulations (PCR of 2015)) for technical reasons. JGA LIMITED (Trading as Progress Minded) are the only provider registered on the 'Register for End Point Assessment Organisations', with the Education and Skills Funding Agency (ESFA), to deliver End Point Assessment for the MECT Apprenticeship Standard. Due to Apprenticeship funding rules for employer-providers (August 2020 to July 2021, Version 5) published by the ESFA, the Authority can only enter into a contract with an End Point Assessment Organisation that is registered with the ESFA, to deliver EPA for this Apprenticeship Standard. As JGA LIMITED (Trading as Progress Minded) are the only provider that are registered with ESFA and are listed on the Register for End Point Assessment Organisations, for technical reasons competition is absent and there is no other economic operator that can meet the current requirement and provide the EPA services that enable the Authority to obtain the relevant funding (as per condition EP202 of the Apprenticeship funding rules for employer-providers).
