As of December 2020, there were 3501 referrals over the life of the contracts, significantly under the target of 7679 by this date, and total starts at less than a third of expectations. Though intervention delivery was adapted to digital approaches, Covid-19 had a negative impact on referral rates. Whilst referral rates recovered, Covid-19 presents continued uncertainty. Given these lower volumes, the analytical value of the forecast volumes has been considered . These forecasts have been based on historical volumes rather than on the much higher contractual volumes. International studies of similar interventions have often demonstrated large effect sizes; it should therefore be possible to detect these effects using lower volumes than was initially thought."
