Summary of the contracting process

The procurement process for the "378B_21 Hazardous Waste Collection and Disposal Services" has been initiated by ESPO, a central purchasing body based in Leicester, UK. This framework agreement is part of an open procedure targeting the services industry under the category of refuse and waste-related services. The award has been made, with a total contract value of £2,500,000, signed on 1 May 2021. The framework can be utilised by various public bodies across the UK, including local authorities, NHS bodies, and registered charities, ensuring a wide geographical and sectoral reach for possible service users.

This tender presents significant growth opportunities for businesses involved in hazardous waste management and disposal services. Small to medium-sized enterprises (SMEs) with expertise in handling various hazardous materials, such as chemicals and electronic waste, would be particularly well-suited to compete for follow-on contracts following the framework's establishment. Additionally, larger firms with established capabilities in waste management and safety compliance will also find this an advantageous space to operate, especially given the potential for subsequent call-off contracts through competitive eAuction processes.

Notice Title

378B_21 Hazardous Waste Collection and Disposal Services

Notice Description

An ESPO national framework for the provision of hazardous waste collection and disposal services. This framework will supplement ESPOs 378_20 Hazardous and Specialist Waste Services framework. An eAuction process may be used to award subsequent call-off contracts following the reopening of competition among the parties to the framework agreement. ESPO has established a commercial trading company, ESPO Trading Ltd, whose target clients are third sector organisations such as national and local charities, public sector mutual organisations and other organisations involved in the delivery of services to or for the public sector. The successful supplier may be asked to enter into an additional separate framework agreement (the Second Framework) with ESPO Trading Ltd on materially similar terms to that found in the tender pack to be entered into by ESPO itself. Any second framework agreement will be a purely commercial agreement and will, for the avoidance of doubt, not be governed by the Public Contract Regulations 2015 or other public procurement legislation. ESPO Trading Ltd may enter into the second framework agreement with the successful supplier and make it available to third sector clients who themselves are not required to follow the Public Contracts Regulations 2015 or other public procurement legislation. Accordingly, this is provided for bidders' information only.
