Specialist Overnight Short Breaks for Children with Disabilities
Notice Description
Cumbria County Council (hereafter referred to as the Authority) is committed to continue to improve services for children and young people with the ambition of achieving positive outcomes for all young people. The Authority has a statutory duty to deliver 'Short Breaks for Children with Disabilities' and is therefore commissioning a 'Specialist Overnight Short Breaks Service' to deliver Short Breaks to eligible children and young people. Services shall be delivered at the Authority owned Short Breaks Children's Homes. Service Providers shall ensure that services are delivered in line with the Authority's strategic priorities, policies and procedures (including amendments, re-enactments and updates), including, but not limited to: the Short Breaks Statement, Cumbria Children and Young People's Plan 2019-22, the Children's Services Safeguarding Improvement Programme, the Cumbria SEND Improvement Programme, Cumbria Children Looked After Strategy 2019-23, the Council Plan 2018-2022 and the Cumbria Joint Health and Wellbeing Strategy 2019-2029. The Service Provider shall be responsible for carrying out robust research, as well as verification and analysis of data to inform their service delivery planning.

The total value provided is only an estimate. This means that when procuring contracts, the Council will, on a case by case basis, weigh up the costs of the contract against the benefits off their employment terms for contractors employees and any resulting benefit to the Council. There is scope forgiving some weight at the tender evaluation stage to the attitude of contractors, suppliers and some service providers to fair employment clauses and of the Council's fiduciary duty to tax payers and obtaining best value.
