This is because only the Contractor, as the Original Equipment Manufacturer (OEM) for the items has access to the technical specifications, design and technical information, expertise, knowledge and know-how necessary to manufacture the items to the required build standards. As the parts include safety critical and safety related items ensuring the quality of supply is essential to preventing the loss of life. Without access to the technical drawings and design information the only way to ensure this is via the OEM.
