"rationale": "Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The Covid-19 pandemic has led to the collapse in demand for air travel resulting in the withdrawal of the majority of commercial air services in the UK. The impact of the pandemic has extended beyond the original anticipated timeframe requiring an extension of the contract and an increase in its value. Maintaining a minimal level of scheduled service to the Scottish Islands is important for the movement of essential workers, NHS patient transfers, blood supplies and tests, cancer treatments as well as Royal Mail deliveries. This is provided for in terms of Regulation 33(1)(c) of the Public Contracts (Scotland) Regulations 2015."
