Stage 2 - Dialogue - bidders that are successful in Stage 1 are invited to participate in dialogue sessions with the Authority with the aim of refining and developing their proposal. Stage 3 - Invitation to submit a final tender - bidders that participated in dialogue are invited to submit a final tender response.
