Notice Description
Cambridgeshire County Council (CCC) is inviting tenders for Adults Housing Related Support Services. Our vision is to provide accessible, good quality and cost effective housing-related support that promotes independence, social inclusion, complements other services and reduces or prevents the need for access to crisis and high cost statutory services. A wide range of people may need 'housing related support' to prevent a loss of tenancy, to develop skills to move into and manage their own home, to increase their capacity for independent living or to prevent them moving to residential or institutional care. Housing related support services can offer long or short term support options, with the support activities tailored to a person's specific needs. The tender is split into two Lots: 1. Fenland 2. Cambridge City and South Cambridgeshire Potential providers are invited to tender for one or more of the Lots. There will be one contract awarded for each Lot.

"awardCriteriaDetails": "This procurement process is being managed by the Authority in accordance with the Public Contracts Regulations 2015 (PCR). The 'light touch' provisions of the PCR apply to these services (Section 7 - Social and Other Specific Services). The process will be run in three stages: Stage 1 - Invitation to submit an initial tender - bidders submit their response to the Selection Questionnaire (SQ) and an initial tender response. Stage 2 - Dialogue - bidders that are successful in Stage 1 are invited to participate in dialogue sessions with the Authority with the aim of refining and developing their proposal. Stage 3 - Invitation to submit a final tender - bidders that participated in dialogue are invited to submit a final tender response. The Authority reserves the right to award a contract for any of the Lots following the evaluation of initial tenders at Stage 1, and therefore not progress to Stages 2 and 3.",

"reviewDetails": "The Council will incorporate a minimum 10 calendar day standstill period at the point information on the award of the Contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the Contracting Authority before the Contract is entered into. Such additional information should be requested from (refer to address in part I.1). If an appeal regarding the award of Contract has not been successfully resolved the Public Contracts Regulations 2015 (Chapter 6) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules, to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly. Where a Contract has not been entered into the Court may order the setting aside of the award decision or order the Authority to amend any document and may award damages. If the Contract has been entered into the Court may order the ineffectiveness of a Contract where serious breach have occurred in addition to any fine, the Court may instead provide for alternative penalties, either contract shortening, fines or both."
