Summary of the contracting process

BlueLight Commercial has initiated a dynamic purchasing system (DPS) for the provision of Mobile Preliminary Roads Drug Testing Devices (MPRDTD), including associated equipment and consumables, as detailed in the tender BLC0111. This initiative falls under the "goods" category and is specifically aimed at sourcing drug detection apparatus. The procurement process is currently in the "Tender" stage, with the DPS remaining active until 30 May 2027. The devices will be used to detect drugs such as Delta-9-tetrahydrocannabinol and cocaine as specified under the Road Traffic Act 1988. The police forces across the UK, including emergency services, will benefit from this £10,000,000 budget tender, which is split into two lots: Un-Powered Mobile Preliminary Road Drug Testing Devices (single-use) and Powered Mobile Preliminary Road Drug Testing Devices (re-usable). The submission deadlines and methods include electronic and written submissions with specific criteria outlined in the ITT.

This tender presents substantial business growth opportunities for companies specialising in drug detection technology, medical devices, and law enforcement solutions. Small to medium-sized enterprises (SMEs), as well as larger corporations that have experience or capability in manufacturing drug detection devices, are well-suited to compete for a place on this dynamic purchasing system. The contracts could lead to sustained partnerships with police forces and emergency services, enhancing credibility and expanding market reach. Businesses that can comply with the Home Office Type Approval for police use, provide high-quality and sustainable solutions, and deliver associated technical support and training will find this tender particularly advantageous.
