STAR Procurement on behalf of Trafford Council carried out an open tender exercise for Taxi & Private Hire Testing Services. Trafford Council has a statutory duty, provided by Section 50 of the Local Government (Miscellaneous Provisions) Act 1976, to ensure that all private hire vehicles ("PHV") and hackney carriage vehicles ("HCV") that operate within the local authorities boundaries undergo regular mechanical and bodywork compliance checks to ensure their suitability to be used as 'taxis' licensed by the Council.
