The tender, identified as PRF 1064, is classified under the CPV code for property management services and is aimed at a service procurement stage. The council seeks to procure a management agent to handle an initial stock of 100 to 150 housing units, with aspirations to expand to 2000 units by 2032. Interested providers are encouraged to submit responses by 31st October 2021, which will inform the council's commissioning approach and ultimately lead to a more effective procurement process scheduled to commence by 1st April 2022.

This procurement process presents a valuable opportunity for businesses in the housing management sector, particularly for local authorities, housing associations, and registered providers that can offer innovative and cost-effective delivery solutions. Companies with experience in real estate management and a proven ability to engage with service specifications are well-suited to compete. The insights gained during the Soft Market Test will enable the council to gauge market interest and capacity, fostering a competitive environment that could enhance the growth potential for participating businesses.

Initial stock levels are expected to be between 100 and 150 units with an ambition to reach 2000 units by 2032. It is envisaged that the Housing Management solution will be in place by 1 April 2022. In order to make an informed decision on the optimum procurement approach we are looking to the market to: 1. Suggest innovative and cost-effective delivery solutions, which may inform our specification development. 2. Inform our thinking regarding commercial considerations of procuring a Housing Management agent. 3. Ascertain a clear understanding of the market's interest, capacity and experience to deliver the service. 4. Understand the optimum way of procuring that will enable a wide cross section of the supply market to bid, including Local Authorities, Housing Associations and other registered providers. Please note that this is not a call for competition, neither is it a procurement exercise but an opportunity for Peterborough City Council to better understand the supply market for providers and to showcase their ideas.
