Wolverhampton City Council (the "Council") invites bids for admittance to the framework from suitably experienced and qualified Provider's to undertake ad hoc Deprivation of Liberty Safeguards (DoLS) assessments. This will be on an independent basis on behalf of the Supervisory Body (the "Council"). The assessments are carried out under the provisions of the Deprivation of Liberty Safeguards legislation 2009 which forms part of the Mental Capacity Act 2005. This contract is only valid while the Deprivation of Liberty Safeguards 2009 is statute, and would be deemed void if new legislation were to be brought in. The Provider must be able to commission Best Interest Assessors (BIAs) to undertake assessments of adults aged 18 years and above in care homes and hospitals. They must identify, challenge and where possible, re-dress discrimination and inequality in all its forms. The Provider must ensure that BIAs can respect individuals' qualities, abilities and diverse backgrounds and promote the rights, dignity and self-determination of individuals who might be deprived of their liberty.
