Summary of the contracting process

The NHS Business Services Authority is initiating an early engagement process for the "Learning, Talent and Performance System(s)" project, specifically aimed at identifying suitable systems for managing employee learning and performance. This procurement is planned within the goods category and is classified under software packages and information systems. The engagement events will take place via the Health Family e-Commercial System (Atamis) from 7th to 9th September 2021, with follow-up one-to-one discussions scheduled between 27th September and 8th October 2021. Interested suppliers are encouraged to register on Atamis by 16th August 2021 to participate in this consultation, which comes as part of a broader strategy to replace the existing NHS-wide ERP system and enhance reporting capabilities by a target operational date of 31st March 2022.

This early market engagement presents significant opportunities for businesses specialising in software solutions, particularly those with experience in learning management systems or enterprise solutions in the health sector. Companies that can demonstrate innovative approaches to performance management and reporting tools would be particularly well-suited to compete. With an emphasis on gathering feedback from the market, suppliers will have the chance to help shape the NHSBSA's strategy, creating a platform for growth in this essential service area of public procurement.

Lot Information

Lot 1

The NHSBSA have a requirement for a system, or a number of systems, that allow effective management of employees' learning, talent and performance. The NHSBSA's Learning and Organisational Development (L&OD) team support between 3,000-4,000 employees. About NHSBSA: The NHSBSA is a national organisation providing a broad range of business services that support the wider NHS.Further information on our extensive service portfolio can be found at: https://www.nhsbsa.nhs.uk/about-us.These requirements are currently partly met by an NHS-wide Enterprise Resource Planning (ERP) system. However, the NHSBSA are looking to move away from this system for learning, talent and performance management. Any new system(s) will need to allow for powerful reporting mechanisms to drive insight for the L&OD team, leaders, managers and users. The solution is required to be live and operational by no later than 31/03/2022.It is acknowledged that there are a range of models for delivering these requirements (for example, a singular system or multiple systems focusing on individual areas). The NHSBSA are keen to understand more about the different approaches that could be taken to meet the needs. The NHSBSA conducted a high-level Request For Information (RFI) exercise in early 2021. Further to this, the NHSBSA now wishes to complete a more detailed market engagement exercise to include a webinar event and some 1-2-1 discussions. Further information related to the early market engagement activities and how to participate can be found in the Additional Information section of this Notice.
