Personnel Recovery Centre (PRC) in Scotland - Public Contract Regulation 2015 32.(2)(b)(ii): Justification for VTN Background: 1. This PRC is the original Pathfinder Centre for the Army Recovery Capability, set up in partnership with and co-located with Erskine Homes, which is dedicated nursing and dementia care home specifically for veterans. 2. PRC Scotland and NI has been in place for 10 years supporting wounded, injured, or long-term sick service personnel, irrespective of cause, or whether they are on a return to duty or transition to civilian life pathway. The aim of the PRC is to deliver a personal second-line welfare support capability which will support wounded, injured and sick personnel, both regular and mobilised reserves, according to their individual need. This involves providing a setting in which recovery is paramount, encouraged and promoted, supporting both a return to full duty or transition to civilian life. Scope of Requirement: 3. PRC Scotland & Northern Ireland already exists as a Recovery Centre, located centrally in Edinburgh, offering excellent facilities and unique access to additional specialist support on site. This procurement seeks to ensure the continued provision of this level and quality of services in any future contract. 4. The PRC must afford a rewarding conducive military ethos and be suitable for military celebrations, acts of remembrance, joint visits from Royalty, Ministers and other dignitaries. It is key to provision of a successful service that the PRC has a positive impact on the recovery experience of personnel and promotes a strong sense of community between serving personnel and veterans. Contract Period and Value: 5. The proposed Contract is likely to be in the range of PS2.75M excluding VAT based on previous pricing of the contract with an anticipated contract duration of 5 years. Regulation 32(2)(b)(ii) Justification - VTN 6. The Authority intends to award a contract to Erskine Homes for the procurement of the Edinburgh Personnel Recovery Centre (PRC). 7. It is considered that this contract can be placed using the negotiated procedure without prior publication of a contract notice pursuant to (Regulation 32(2)(b)(ii) of the Public Contracts Regulations (PCR 2015) as competition is absent for technical reasons. The PRC location is required to be within close proximity to the majority of Field Army units based in Scotland and located no more than 1 hour travelling time from the 51X HQ in Redford Barracks, Colinton. It is the Authority's belief that no alternative establishment exists in the required geographic location. The PRC must be fully Disability Discrimination Act compliant in every aspect and specifically include: a) The ability for (2) disabled people to park close to the facility. b) Clearly and easily located PRC entrance that is fully accessible. c) An entrance that is wide enough for wheelchair users. d) Entrance at street level or has a low gradient ramp. e) Entrance door that is easy to open f) Facility that is easy to manoeuvre throughout. g) Clear external and internal signage. h) Sufficient lighting. i) Floors, walls, ceilings and doors that are distinguishable from one another. j) A classroom, conference room, kitchenettes, gym, toilet and communal shower/bath facilities, changing rooms, dining, lounge and relaxation areas with disabled access (with disabled access for 12 personnel concurrently). k) Ample seating located throughout the facility. l) A garden area catering for multiple disability needs. m) Flexible use of a large, accessible auditorium (with disabled access for x personnel concurrently). n) Flexible use of an adapted minibus/ambulance to transport personnel to and from appointments. o) Flexible access (24 hours) to an on-site duty nurse. p) Subject to prior assessment and capacity, training support for PRC staff and personnel
