This is a prior information notice (PIN) only: Publication and a call for competition will be conducted once the scope of work is fully defined and approved. The purpose of the Resource Centre is to help build the capacity of developing country governments in the areas of tax, public financial management (PFM) and macro-fiscal management more broadly. It will do this by: 1. providing technical assistance, both short and long term, to developing country governments (potentially both national and sub-national/local); 2. supporting UK Embassies and High Commissions that are undertaking scoping studies and political economy analyses for potential comprehensive, long-term capacity building programmes; and 3. piloting the design and implementation of comprehensive, long term capacity-building programmes on PFM and tax itself (this element is to be confirmed and will be subject to proof of concept, demand levels and budget). Geographically, the Resource Centre could be used for work in any ODA-eligible country where the political economy is such that engagement on PFM/tax is possible and likely to produce results.
