Summary of the contracting process

The Lothian Health Board is seeking to enhance its orthopaedic arthroplasty services with a contract titled "Dedicated Theatre & Bed Capacity to support Orthopaedic Arthroplasty Activity". This procurement, classified under medical hospital services, is set in Edinburgh, UK, and falls under a selective procurement method involving a competitive procedure with negotiation. The initial tender period ended on 24th September 2021, and services were ideally expected to commence in the first quarter of 2022, targeting around 1,000 procedures annually to address patient waiting times.

This tender presents significant business opportunities for healthcare providers, particularly those with experience in managing surgical facilities and orthopaedic services. Companies that can ensure compliance with health and safety regulations, possess adequate insurance coverage, and demonstrate a strong financial standing, with a minimum turnover of £12 million over the last three years, would be particularly well-suited to compete. Additionally, operators focused on community benefits are encouraged, as the Lothian Health Board aims to secure both economic and social advantages from its procurement activities.

Notice Title

Dedicated Theatre & Bed Capacity to support Orthopaedic Arthroplasty Activity

Notice Description

Lothian Health Board requires dedicated theatre and bed capacity to support orthopaedic arthroplasty activity.

Lot Information

Lot 1

Lothian Health Board wishes to reduce its waiting times for patients requiring arthroplasty surgery (hips and knees). The Board therefore requires access to dedicated theatre and bed capacity to support orthopaedic arthroplasty activity. At this stage, estimates indicate that approximately 1,000 procedures per annum will be required. It is envisaged that facilities will be co-staffed with a combination of Lothian Health Board staff and staff provided by the successful supplier, with the intention being that the surgeon will be provided by Lothian Health Board. The additional capacity is intended to bridge the gap until the opening of the National Treatment Centre, Lothian (NTC), at which point it is expected that this activity will transfer back to the Board. Further details regarding numbers of procedures, patient pathways and the staffing model will be set out in our tender documentation, together with details of equipment, consumables and services that the Board will provide. Lothian Health Board would ideally like the services to commence in the first quarter of 2022.

Renewal: Extension of the term of the contract up to a maximum of 24 months will be at the discretion of Lothian Health Board.
