Summary of the contracting process

The UK Research and Innovation, based at the Science and Technology Facilities Council in Oxfordshire, is seeking suppliers for the project titled "A Network of Ionising Radiation Monitors & Control Software." This procurement falls within the industry category of radiation monitors and was initiated under an open tender procedure. The procurement process reached the award stage on 27 July 2021, with a total contract value of approximately £294,738. The procurement is focused on acquiring an on-line ionising radiation monitor system to support the ISIS facility's health physics department in monitoring radiation levels. Additional opportunities may arise from optional requirements valued at approximately £260,000 to £300,000, potentially increasing the total opportunity to around £520,000 to £600,000.

This tender presents considerable opportunities for businesses specialising in scientific instrumentation, monitoring systems, and software development. Companies that manufacture or provide equipment for radiation detection and monitoring, as well as those offering maintenance and calibration solutions, would be particularly well-suited to compete for this contract. The focus on quality and cost in the award criteria suggests that businesses that can provide high-quality solutions at competitive prices will have a strong advantage in this procurement process.

Notice Title

A Network of Ionising Radiation Monitors & Control Software

Notice Description

The ISIS facility is a world-leading centre for research in the physical and life sciences in the UK Research and Innovation - STFC based at Rutherford Appleton Laboratory (RAL, the 'Agency') near Oxford. ISIS is an intense pulsed neutron source providing beams of neutrons and muons to enable scientists to study the structure and properties of matter for the benefit of Science and Engineering in the UK and abroad. Our suite of neutron and muon instruments gives unique insights into the properties of materials on the atomic scale. In order to monitor the radiation generated in the different areas of ISIS, the ISIS Health Physics (HP) staff (based at RAL) is looking for an on-line ionising radiation monitor system - RMS for X-ray, gammas and neutrons. This system will allow them to get the radiation dose rate and accumulated dose values in a gamma ray and neutron mixed radiation field at any ISIS location in an on-line basis and populating a time related database

Lot Information

Lot 1

Description of the procurement: In order to monitor the radiation generated in the different areas of ISIS, the ISIS Health Physics (HP) staff (based at RAL) is looking for an on-line ionising radiation monitor system - RMS for X-ray, gammas and neutrons. This system will allow them to get the radiation dose rate and accumulated dose values in a gamma ray and neutron mixed radiation field at any ISIS location in an on-line basis and populating a time related database. Also, a connection to accelerator or beamline systems will be possible via a dual relay output with set points configurable to the dose rate or dose accumulated values (either for gammas, neutrons or total values).

Options: The Contracting Authority also request the options of the following, that may be purchased in addition to the core requirements; Additional Trolley Gamma and Neutron detectors Maintenance contract - time based Gamma probes stands Neutron probes stands Calibration Sources Pack (gamma & neutron) Spare parts It is anticipated that the options may be valued at approximately PS260,000.00 to PS300,000.00 GBP excluding VAT. These would be in addition to the core requirement, also estimated at PS260,000.00 to PS300,000.00 GBP excluding VAT. Therefore, the potential total opportunity value, for both the core requirement and the optional requirements is estimated from PS520,000.00 to PS600,000.00 GBP excluding VAT
