The Council reserves the right to invite more than three (3) Candidates to tender where the Council considers this is necessary to ensure sufficient competition and equal treatment of Candidates Subsequent to negotiations, the Council will invite those Tenderers to submit a final tender in response to a revised ITT. The Council will then assess the revised tenders and decide whether to accept the most economically advantageous offer."
