        "procurementMethodRationale": "An above threshold tender event under UCR Reg 2016 for the provision of Labour Resources for the below lots was carried out in March 2021 - Lot 1 Joinery - Lot 2 Carpet Fitters / Cleaners - Lot 3 Drain Repair - Lot 4 Electrician - Lot 5 Scaffolding - Lot 6 Tree Surgeon - Lot 7 General Building Services Despite robust early supplier engagement and sourcing which included a meet the buyer event, there was insufficient response to the call for competition for 6 out of 7 lots (this award does not include Tree Surgery) The procurement strategy was to award a maximum of 3 suppliers per lot per area (nine areas) Following evaluation, it was identified that to deliver a framework fit for purpose and provide resource of three suppliers per lot per area, a single source event needed to be carried out to strengthen the framework. Regulation 50 of the 2016 UCR states the following: 'Utilities may use the negotiated procedure without prior call for competition in the following case: (a) Where no tenders, no suitable tenders, no requests to participate or no suitable request to participate have been submitted in response to a procedure with a prior call for competition, provided that the initial conditions of the contract are not substantially altered.
