WRI intends to award a two-year cost reimbursement type framework (or "open) contract for contributions to WRI National Climate Action (WRI-NCA) and New Climate Economy (NCE) technical work supporting climate action and environmental sustainability policies in client countries as well as with other development partners. Those contributions refer to the development of empirical frameworks, including through modeling, research and engagement activities, that allow to advance exercises in areas of policy identification, design, decision making and evaluation. These activities will be carried during the period October 15, 2021 through October 14, 2023.

WRI intends to award a two-year cost reimbursement type framework (or "open) contract for contributions to WRI National Climate Action (WRI-NCA) and New Climate Economy (NCE) technical work supporting climate action and environmental sustainability policies in client countries as well as with other development partners. Those contributions refer to the development of empirical frameworks, including through modeling, research and engagement activities, that allow to advance exercises in areas of policy identification, design, decision making and evaluation. These activities will be carried during the period October 15, 2021 through October 14, 2023. The overall scope of work is for ongoing development of empirical frameworks, modeling, research and engagement activities that will allow for policy identification, design, decision making and evaluation. As part of support activities to governments and other development partners on areas of green growth, environmental sustainability and low carbon development, all aligned to countries' Sustainable Development Goals, the vendor will generate agreed-upon tools and methods useful for engagement activities, capacity building, policy identification, scenario analyses, and policy assessments for the charting of green low-carbon development pathways in targeted countries or regions. A core set of tools or models to be developed refer to integrated, macro representations of the environment and socio-economic systems, including climate impacts, for agreed upon countries, regions within countries or groups of countries, which are to be developed, preferably, based on System Thinking principles and built using System Dynamics tools. Alternative model (country or region specific) renditions built by the vendor will be constructed from scratch, based on country or region-specific characteristics and incorporating agreed upon policy structures. Models will be calibrated using data (national or international sources) agreed upon with relevant stakeholders, and scenarios will be produced taking into consideration and insights from WRI-NCA, NCE and other partners. Models generated by the vendor will become propriety of client countries or institutions. As part of the work, the vendor will engage with WRINCA, NCE, country policymakers, and other stakeholders with a goal to advance technical support on the basis of agreed upon Terms of References.
