"description": "The original contract included an initial fixed period of 3 years with the options to extend annually for up to 5 years. Since the end of the initial period the contract has been annually extended to 29/9/19. A modification request was granted in 2019 for a further two year extension taking the contract to 29/09/21. This resulted in the contract value increasing from PS610,000 to PS662,400. Work on a procurement exercise was due to commence during the duration of the first modification, however this was delayed due to the Covid- 19 pandemic and a shortage of resources within the department. Therefore a further two year modification is required to ensure continuity of service whilst a review and new procurement are progressed.",
"rationale": "Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: This requirement (a 2nd two year extension) is a modification to the existing contract in accordance with Regulation 72 (1) (c) (i). This regulation allows for modification where the need has been brought about by circumstances which a diligent contracting authority could not have foreseen."
