Summary of the contracting process

The procurement process for the construction of a new energy-efficient office building in Craigavon, Northern Ireland, was managed by the Northern Ireland Electricity Networks. Initially announced in 2021, the project involved the creation of a new two-storey office to replace the existing facility on site. The procurement used a selective method involving a negotiated procedure with a prior call for competition, classified under the works category focusing on building construction. With the planning concluded and project re-designs causing delays, the anticipated contract commencement date was moved to September 2024. The key industry category for the contract is building construction work with primary works notably covering mechanical and electrical aspects.

This project presents significant opportunities for construction-related businesses, particularly those experienced in large-scale office builds and energy-efficient design. With the main contractor responsible for comprehensive project management under CDM Regulations, businesses with strong capabilities in coordination, material management, and construction logistics will find this opportunity aligned with their expertise. The substantial contract value between £8 million to £11 million, and the focus on quality and cost, make this an attractive venture for companies within the civil engineering and construction industry, particularly those familiar with infrastructure projects in Northern Ireland.

Following a review of future requirements, NIE Networks has carried out a level of re-design on the new Craigavon office building. The re-design has increased the overall size of the building, and also incorporated changes to the Control Centre. Due to the design changes a new planning application was required. This has been submitted and it is NIE Networks' intention to conclude the Contract award in parallel with planning. This re-design process has resulted in the estimated cost of the construction increasing. The Contracting Entity now estimates that the total spend under the Contract is between PS8 million to PS11 million. The review of requirements and re-design of the building has also led to a delay in the procurement process and NIE Networks now anticipates that it shall be requesting updated best and final offers from the Economic Operators remaining in the process in January 2024, with a view to the Contract starting September 2024."
