    "description": "HS2 considers that the intended modification described in this notice is not substantial within the meaning of Regulation 88.7 of the Utilities Contracts Regulations 2016. In addition, this modification may fall into the category of modifications in Regulation 88.1(b) of the Utilities Contracts Regulations 2016 (and this has been noted in VII.2.2 below). In any event, HS2 considers that the intended modification falls within the scope of the original contract notice published in the Official Journal of the European Union and HS2 is therefore publishing this notice in the interests of completeness and transparency. HS2 reserves all its rights in respect of the reasons for this publication and whether it is legally obliged to publish such a notice. All values given in this notice are approximate and the best estimates of HS2 at the time of publication of this Notice. HS2's decision to publish this notice does not constitute any waiver of any rights it may have or impose any further obligations on it in respect of any future contract modifications and the publication thereof.",
