Summary of the contracting process

The Ministry of Defence, located in Bristol, United Kingdom, has issued a tender titled "In-Service Support (ISS) to Submarine Countermeasure Acoustic Device (SCAD)" in the goods category under the CPV classification for Acoustic devices. The procurement stage involves a planned contract term from 1 April 2024 to 31 March 2028. The contract method is a single-source contract with Ultra Electronic Ocean Systems for the ISS of SCAD systems.

This tender presents a significant opportunity for businesses well-versed in providing in-service support for defence equipment. Companies with expertise in programme and contract management, technical advice, remote support, and related support activities required for submarine countermeasure systems would be ideal contenders. The negotiation of this contract without prior publication is justified due to the unique technical requirements and the proprietary nature of the knowledge and data held by Ultra Electronic Ocean Systems.

Procurement Information

Defence Equipment and Support Group (DE&S), part of the UK Ministry of Defence, proposes to place a contract with Ultra Electronic Ocean Systems (UEOS) to maintain the Submarine Countermeasure Acoustic support. Activities will include but not be limited to: a) programme and contract management b) provision of remote support c) provision of technical advice d) provision of support on as required basis e) provision of training to ships staff and Torpedo loading Party f) provision of collection and disposal services g) other support related activities requiring site visits. It is considered that this contract can be placed using the Negotiated Procedure Without Prior Publication pursuant to Regulation 16 (1) (a) (ii) of the Defence and Security Public Contracts Regulations 2011 due to technical reasons. This is because Ultra Electronic Ocean Systems (UEOS), as the OEM, designed, developed and supplied the SCAD countermeasure capability for use on A, T & V class submarines and has supported the capability since their introduction into service and is therefore the only supplier with the relevant knowledge inclusive of designs, drawings and technical data to support the SCAD countermeasures. The data is proprietary owned and is necessary for the fulfilment of the requirement, and therefore as no other contractor would have access to it, no other contractor could fulfil this requirement. Ensuring its continued interoperability with other elements of the UK Ministry of Defence's submarine combat system (SAWCS & Sonar system, 2076 & 2054IR) all of which are essential for the protection of the Royal Navy submarines against torpedo attack which includes the Continuous at Sea Deterrent (CASD).
