Summary of the contracting process

The Ministry of Defence (MoD) is procuring services for the "DGM/2007 MK217 Payload Disposal" project, classified under the weapons, ammunition, and associated parts category. The procurement is at the Award stage, having been signed on 14th December 2021, with a contract value of £94,834. This procurement process was conducted as a limited negotiation without prior publication of a contract notice, specifically due to the technical nature of the requirements. The contract concerns delivery in the UK, particularly in the South Wales region (UKL17).

This tender presents an opportunity for businesses engaged in specialised military or defence services, particularly those with experience in munitions disposal or related technologies. Companies that possess the requisite technical knowledge and capabilities, particularly those with previous contracts or collaborations with defence organisations, would be well-suited to compete. The streamlined nature of the procurement method emphasises the need for expertise, making it advantageous for established suppliers in this niche sector.

Notice Description

DGM/2007 MK217 Mod 0 Payload Disposal

Procurement Information

The Secretary of State for Defence, acting by the Defence General Munitions Team (DGM PT), intends to enter into a contract with IrvinGQ Ltd (the Supplier) for the Payload Disposal. The estimated total value of the procurement is PS94,834.00 ex-VAT. In accordance with regulation 4 of The Defence and Security Public Contracts (Amendment) (EU Exit) Regulations 2019 (SI 2019/697) this procurement falls to be regulated under the provisions of the Defence and Security Public Contracts Regulations 2011 as amended (in particular by SI 2019/697 and SI 2020/1450). Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate. It is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service (in accordance with the relevant legislation) is lawful in accordance with regulation 16(1)(a)(ii) of the DSPCR 2011 on the basis that for technical reasons as the original equipment manufacturer for the Payloads the Supplier alone has the technical designs, tools, parts, knowledge and know-how necessary to meet the requirements set out in the Contract.
