                    "rationale": "Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The need for the extension of the term of the Framework Agreement is borne out of three primary causes: a) There have been a series of unexpected and incremental delays in the wider delivery of the ESMCP. This has impeded Samsung's ability to deliver ESN accredited devices to the Authority for the purpose of testing (accreditation has not been possible to date on the network) b) Accredited and tested devices are essential to maintain the programme timescales for both economic and technical reasons c) Having actively engaged with the supplier market as well as undertaking detailed procurement planning, it is considered unlikely that an alternative replacement device could be built, procured and accredited in time to maintain the integrity of the programme. Accordingly, launching a procurement for the purposes of delivering an accredited testing device is considered high risk and uneconomical (at the current time considering the status of the programme)"
