The Security Infrastructure Team, part of the Ministry of Defence, intends to award a contract to G4S Limited (G4S) for the provision of Mobile Security Equipment (Equipment) at MoD sites at Kineton and Beith. The supply contract shall be for 6 months, with 2 years of service and support. The contract shall have a value of PS5,712,173.67.

Options: Option 1 is for 5 months worth of maintenance in year 2 (March 24 - Aug 24). If invoked, the Contractor shall provide a preventative maintenance and equipment sustainment service, as well as all relevant auxiliary services (including BT Connection Charges) to ensure operation for two years following commissioning of the in-situ equipment and shall provide the Authority with full access to maintenance manuals.

The supply contract shall be for a period of 6 months, with 2 years of service and support. The contract shall have a value of PS5,712,173.67. In accordance with the provisions of The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020 SI No. 2020/1319, this procurement falls to be regulated under the provisions of the Public Contracts Regulations 2015 as amended (in particular by SI 2020/1319). Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate. It is considered that this contract can be awarded without prior publication of a contract notice in the UK e-notification service in accordance with regulation 32(2)(b)(ii) of the PCR 2015 because competition is absent for technical reasons. This is because G4S is already contracted to provide the Security Control Centres (SCC) at MoD Abbey Wood in Bristol and the data and video feeds from the new Equipment need to be interoperable with those at Kineton and Beith. In addition, no other supplier would be able to achieve the necessary Military Aviation Authority and Cyber accreditations within a reasonable timescale to enable MoD to address heightened security concerns which have recently been raised at Kineton and Beith.
