Provision of International Stakeholder Visits (Posiva Oy)
Notice Description
Radioactive Waste Management Limited (the Contracting Party) (RWM) seek to contract with Posiva Oy for Posiva Oy to provide visits to their underground deep geological disposal facility (GDF) for RWM and its external stakeholders. Visits could also be tailored to include engagement with Finish communities and stakeholders and visits to other nuclear facilities in Finland to help RWM and its stakeholders better understand the realities of geological disposal.

This notice is to inform the marketplace that RWM plan to, following a negotiated without prior publication procedure under Regulation 33 of the Public Contracts Regulations 2015, to award a contract to Posiva Oy. Posiva Oy will enable RWM and its external stakeholders, such as community representatives, journalists and other key stakeholders, such access to, and tours of its GDF. The first type of visit includes its visitor centre, operating final repository of low and intermediate waste and an underground ONKALO exhibition in that repository. The second type includes, in addition to the first type of visit, a visit to the ONKALO URF and deep geological repository construction site 430m below ground. Posiva Oy can also arrange for RWM and its external stakeholders to visit other nuclear facilities in Finland, communities and stakeholders involved in and around such facilities. RWM considers visits and engagement with the international community and decision makers such as Posiva Oy as critically important to enable RWM to engage with similar organisations, witness existing facilities and improve their knowledge of a working GDF. Equally RWM is currently working in partnership with communities in the UK potentially willing to host a facility and it's vital for them to understand how a GDF may impact their community. Other external stakeholders are interested in the realities of a GDF and Posiva Oy is currently the only waste management organisation currently constructing a GDF. The contract could include visits to a range of nuclear communities around Finland and any potential additional services to be provided by Posiva if required, such as additional meetings or information requests connected to a visit. The agreement is for 2 years. RWM will have the option to extend, at its sole discretion for up to another twenty-four months which will provide flexibility to RWM's stakeholder's in attending visits to Posiva's wide ranging facilities until it closes for visitors in 2025.
Options: RWM will have the option to extend, at its sole discretion for up to twenty-four months.
Procurement Information
RWM considers the use of Regulation 32 (2)(b)(ii) negotiated procedure without prior publication of the Public Contracts Regulations 2015 is justified and accordingly the direct award of a contract with Posiva Oy may be agreed between the parties without the need to conduct a procurement process. Posiva Oy currently has the world's only construction permit for a deep GDF. Posiva Oy started construction of their GDF in 2016 and offer the only deep repository for visits, showcasing its uniqueness and one of a kind facility for visits. It is important to RWM's stakeholders to understand first-hand what a GDF looks like, the scale of the project, and the expectation of hosting a GDF. Therefore, RWM considers visiting such a facility is critically important because it will improve knowledge and understanding of a working GDF to a diverse range of stakeholders. Community representatives will be able to witness the realities of a GDF being constructed and be able to engage with their equivalents in Finland. The media will be able to report on the scale, and science, technology and engineering required to build a GDF, and other RWM key stakeholders will be able to truly understand wider themes involved with a project of this size.
