Summary of the contracting process

HealthTrust Europe LLP, acting for University Hospital Coventry and Warwickshire, established a framework for UK-wide supply of aseptically prepared anti-cancer chemotherapy medicines. The requirement covers batch-manufactured, ready-to-administer doses in agreed dose bands, based on the National Dose Banded Chemotherapy Standardised Product Specifications and National Dose Banding Tables where applicable. It also includes patient-specific chemotherapy and centralised intravenous additive services. The medicines include a broad range of chemotherapy products, including bortezomib, carboplatin, cisplatin, cyclophosphamide, docetaxel, doxorubicin, fluorouracil, gemcitabine, methotrexate, paclitaxel, pembrolizumab, rituximab and trastuzumab. The work is classified as pharmaceutical products, medical solutions and pharmacy services, with delivery across the UK, including the West Midlands for one committed-spend lot.

The procurement is complete and has resulted in active framework contracts. Three contracts signed on 1 July 2022 cover CIVAS across all regions (£200 million), dose-banded medicines committed spend in the West Midlands (£100 million), and dose-banded medicines across all regions (£500 million). Suppliers were selected separately for these lots: Qualasept Ltd t/a Bath ASU; Qualasept, Quantum Pharmaceutical and Baxter Healthcare; and Sciensus Pharma Services, Baxter Healthcare, Qualasept and Quantum Pharmaceutical respectively. A further contract for the main framework was signed on 13 July 2022 at £3.5 billion, with Baxter Healthcare, Qualasept, Quantum Pharmaceutical and Healthcare at Home. Its period is 1,440 days; an amendment extends the original 48-month term by seven months to 55 months. The cancelled medicine-specific lots and lots 2, 3 and 4 were evaluated on quality (60%) and price (40%) under an open procedure.

This procurement shows demand for pharmaceutical manufacturers and specialist aseptic compounding providers able to produce anti-cancer medicines safely and consistently at national scale. Credible competitors would need facilities, processes and technical expertise for batch manufacture, ready-to-administer presentations, dose banding and patient-specific chemotherapy, together with the ability to support centralised intravenous additive services where relevant. The requirement favours suppliers that can work to nationally standardised chemotherapy specifications and tables, manage varied product portfolios and provide reliable distribution across the UK. The appointed supplier group includes both large businesses and SMEs, indicating that firms of different sizes can participate where they have the required production, quality, regulatory and supply-chain capability. Framework management also requires regular management information and payment of an ABI management charge.
