Summary of the contracting process

The procurement process, titled "Provision of Lateral Flow testing devices for the detection of COVID-19 viral antigens," was initiated by the UK Health Security Agency (UKHSA) under the authority of the Secretary of State for Health and Social Care. This procurement falls under the goods category, specifically within the diagnostic kits industry, and is associated with a limited procurement method due to extreme urgency. The process concluded on 31 December 2021 with a contract awarded to Innova Medical Group Inc. for £215,000,000, addressing the urgent demand for Lateral Flow Tests (LFTs) during the Omicron outbreak in the UK, crucial for managing public health risks.

This tender presents significant opportunities for businesses operating in the health and medical supplies sector, particularly those who manufacture or supply diagnostic kits. Companies with the capability to produce high-volume, rapid-response testing devices may benefit most, as the ongoing demand for LFTs remains high. The nature of the procurement indicates that suppliers able to demonstrate reliability, speed, and compliance with public health regulations will be ideally positioned to compete in future tenders, especially given the potential for ongoing health crises that necessitate rapid procurement solutions.

Notice Title

Provision of Lateral Flow testing devices for the detection of COVID-19 viral antigens

Notice Description

The Omicron outbreak and its high transmissibility has however led to an urgent and unforeseeable surge in demand for LFTs. Due to this urgency, UKHSA is unable to comply with the time periods required for a further competitive tender (whether under the DPS or otherwise), as any delay will risk the current stock of competitively-procured LFTs being exhausted thereby introducing a significant risk to public health.
UKHSA has therefore used the negotiated procedure without prior publication under Regulation 32(2)(c) of the Public Contracts Regulations 2015 to award a contract to Innova Medical Group Inc on 31 December 2021 for PS215,000,000.

Procurement Information

Mass testing using lateral flow testing kits (LFTs) for the detection of Covid-19 viral antigens has become a key part of protecting the economy and saving lives during the Covid-19 pandemic. UKHSA has ensured the supply of LFTs by implementing a Dynamic Purchasing System (as advertised in a contract notice on the Find a Tender Service with reference C22033 on 5 March 2021) and procuring LFTs competitively through that DPS. A further competitive tender through the DPS is currently in progress.
The Omicron outbreak and its high transmissibility has however led to an urgent and unforeseeable surge in demand for LFTs.
